For major construction, publish the promised date beside the current date, the approved price beside the actual spend, and the contractor, deficiencies and holdback where they are public. Coordinate work so the same area is not repeatedly disrupted without explanation. Snow clearing and potholes are basic municipal services, and they should be treated that way.

Roads, capital budgets, procurement rules and public reporting are municipal. Staff administer contracts. A councillor can move motions and budget conditions but cannot personally direct staff to penalize or cancel a contractor.
