The Ward 13 Plan

Priorities and actions. Here is what I would do.

This is the main plan: the priorities, the municipal actions I would put forward, and the result I would look for. Start with the action, then judge it by what actually changes for residents. If you want the opening sequence, go to If Elected; if you want the promises I am putting on the record, go to Commitments.

How I would work

Start with the facts. Finish by telling people what happened.

Different issue, same basic questions: What do we know? Who can act? What is the next move? What will it cost? How will we know if it worked?

The governing methodSeven questions I would keep asking until the issue moves.
1What do we actually know?Start with what is happening now and the evidence we actually have.
2Who can actually act?Figure out whether the decision belongs to City Hall, another government, a board, an agency or somebody else.
3What is the next move?Turn the concern into something concrete: a decision, request, motion, report, budget item or other action.
4Who owns the next step?Residents should know who is responsible for moving the file from here.
5When, and what will it cost?A proposal is not complete until people can see the expected timing and cost.
6What would success look like?Decide what result we are looking for before anybody declares victory.
7What happened?Say what moved, what stalled, what changed and what comes next.

Start with the action. Open the process only if you want the detail.

01

PRIORITY

Public Safety and Street Disorder

Open drug use, aggressive behaviour, and visible disorder in public spaces.

WHAT I WOULD DO

Push for police, outreach, bylaw, shelter, health and cleaning services to work from the same picture, with clear responsibilities and public reporting people can actually read.

WHAT RESIDENTS SHOULD SEE

Ward 13 gets a quarterly public update on calls for service, repeat hotspots, response times, outreach referrals, accepted supports and unresolved gaps — so people can see whether things are getting better or worse.

How I would move it through City Hall

First action: Request a London Downtown Community Safety Partnership pilot with quarterly public reporting.

What I would track: Quarterly public safety results published online. Hotspot incident counts, response times, outreach referrals, and shelter outcomes tracked and reported in plain language.

PRIORITY

Downtown Accountability

Vacant storefronts, speculative holdings, and untracked announcements.

WHAT I WOULD DO

Push for a downtown vacancy and ownership audit. Demand public reporting on property standards enforcement, cleaning schedules, washroom access, sidewalk conditions, and construction impact on businesses.

WHAT RESIDENTS SHOULD SEE

Residents and businesses can see who owns vacant properties, what enforcement actions are taken, what cleaning is actually happening, and whether conditions are improving block by block.

How I would move it through City Hall

First action: Bring a motion for a downtown vacancy and ownership audit.

What I would track: Downtown conditions reported publicly every quarter. Vacancy counts, enforcement actions, cleaning completions, and business-reported issues tracked publicly.

PRIORITY

Roads, Traffic, and Infrastructure

Construction that drags on, poor detours, and growth without infrastructure.

WHAT I WOULD DO

Push for infrastructure-first decision-making. Major development and density approvals should include plain-language infrastructure impact reports before council votes. Construction coordination should reduce disruption, not multiply it.

WHAT RESIDENTS SHOULD SEE

Residents see what road, sewer, transit, and safety upgrades are needed before growth is approved. Construction timelines are published, tracked, and updated publicly.

How I would move it through City Hall

First action: Require plain-language infrastructure impact summaries for major growth decisions in Ward 13.

What I would track: A public list of active Ward 13 construction projects showing expected completion, delay reasons and detour information, updated monthly.

PRIORITY

Housing, Homelessness, and Practical Support

Homelessness, addiction, and shelter shortages colliding on the same streets.

WHAT I WOULD DO

Push for practical services that work together: staffed washrooms, hygiene access, current shelter information, outreach with clear results, and plain reporting on what services exist versus what people are actually able to use.

WHAT RESIDENTS SHOULD SEE

The public sees what is working, what is not, where the gaps are, and who is responsible for fixing them. Compassion is maintained while public spaces remain usable and safe.

How I would move it through City Hall

First action: Bring a motion for a 24-hour staffed washroom and hygiene pilot feasibility study.

What I would track: Shelter availability, outreach outcomes, washroom access, and hygiene service data reported quarterly. Encampment-related calls for service tracked and published.

PRIORITY

Businesses, Storefronts, and Vacancy

Construction disruption, inconsistent bylaw, and no direct line to the councillor.

WHAT I WOULD DO

Visit Ward 13 businesses directly. Create a direct reporting channel for business-specific issues. Push for construction impact mitigation, consistent bylaw enforcement in commercial corridors, and a rapid-response pathway for small fixes that matter.

WHAT RESIDENTS SHOULD SEE

Ward 13 businesses have a councillor who shows up, listens, follows through, and reports back. Problems get acknowledged and tracked instead of disappearing into a system.

How I would move it through City Hall

First action: Push for construction impact mitigation requirements that include business notification and support plans.

What I would track: Business visits logged and followed up. Construction impact complaints tracked. Bylaw enforcement actions in commercial areas reported quarterly.

PRIORITY

Accountable City Hall

Big plans without funding schedules, and votes nobody explains.

WHAT I WOULD DO

Push for a simple requirement on major plans: show the funding, who owns the work, when it is supposed to happen and how the public will be told what happened. Every important Council vote should be explained in plain language.

WHAT RESIDENTS SHOULD SEE

Residents know what is funded, what is not, what comes first and who is responsible. The spending record should make sense without requiring somebody to read a stack of budget documents.

How I would move it through City Hall

First action: Require major strategic plans to include same-meeting funding schedules and year-one implementation plans.

What I would track: Council vote explanations published within 48 hours. Quarterly Ward 13 spending summary. Major project funding status tracked publicly.

PRIORITY

Whole Ward First

Transit, sidewalks, and services not distributed equally across the ward.

WHAT I WOULD DO

Publish a quarterly Ward 13 update showing roads, parks, tree canopy, sidewalks, traffic calming, calls for service and community improvements across the ward.

WHAT RESIDENTS SHOULD SEE

Residents can see whether every part of Ward 13 is getting fair attention. Gaps become visible and fixable instead of invisible and permanent.

How I would move it through City Hall

First action: Create a public Ward 13 update showing service requests, project status and neighbourhood investment by area.

What I would track: Ward 13 neighbourhood status report showing service levels, infrastructure investment, and project completion by area. Updated quarterly.

PRIORITY

Local Energy and Community Pride

Politics that disappears between elections and a ward that needs presence.

WHAT I WOULD DO

Make community presence part of the job: cleanups, office hours, issue walks, business visits, partner drives and neighbourhood updates. Stay visible, stay reachable and keep showing up between elections.

WHAT RESIDENTS SHOULD SEE

Ward 13 gets a councillor who is present, responsive, and constantly working to strengthen the community fabric. The ward feels represented, not ignored.

How I would move it through City Hall

First action: Create recurring Ward 13 community office hours at rotating locations.

What I would track: Monthly action report published. Office hours attendance tracked. Community events documented and reported.
