Use municipal land, approvals and contributions to support occupied, stable housing. Reduce avoidable City-controlled approval delay. Treatment capacity is primarily provincial — and I would still put that request to the Province. Living Futures stays a concept until it becomes a formal Council file.
WHAT SHOULD BE DIFFERENT
Residents should be able to see occupied housing, stable placements, housing retention, and a clear public answer about which level of government owns the next unmet need.
EVIDENCE THAT MATTERS
In the City's 2025 Resident Satisfaction Survey, 57% of 500 respondents identified homelessness as London's most pressing issue; mental health/drug addiction was cited by 22%.
Why it matters: That is not a niche concern. It means housing, homelessness, treatment and recovery are affecting how a large share of residents judge the condition of the city itself.

Housing access, homelessness, shelters, treatment, recovery and supportive housing overlap in real life, but the public decisions behind them are not identical.

Use faster, honest municipal approvals where the servicing works, and track whether approved housing becomes occupied housing.

The City controls municipal land, zoning, approvals and municipal contributions. The Province controls treatment and much of the operating capacity. Service providers deliver services; a councillor does not personally operate them.
Start with the municipal levers: land, zoning, approvals, municipal funding and public reporting. Put treatment-capacity requests to the Province in writing, tie City contributions to measurable housing outcomes where lawful, and report occupancy and stability instead of stopping at the announcement.
