EVIDENCE THAT MATTERS
Council endorsed the 10-year Downtown Plan in June 2026. It contains 58 actions, while items needing new money or staffing are still referred to future strategic-plan and budget decisions.
Why it matters: The plan is real, but endorsement is not the same thing as funded delivery. The consequence is simple: residents need to see which actions receive money, which are deferred and what actually changes downtown.

Council controls City plans, budgets, bylaws and staff-report requests. City staff administer municipal programs and enforcement. Private owners still control whether they lease, sell or redevelop private property.
Put each major downtown action on a public delivery file: action, funding status, responsible body, next decision, date and result. Use the bylaws and municipal programs already available, bring missing reporting to Council, and keep private-property limits explicit.
