What City Hall controls — and what it does not

Council controls bylaws, municipal budgets, construction-reporting requirements and the policy framework. A councillor cannot force a private owner to rent or sell, run a contractor’s schedule or personally deploy by-law staff.

Create one documented business path into the councillor office, bring construction-impact and vacancy reporting through Council, and measure response time and storefront outcomes. Private owners and contractors keep their lawful roles; the City owns its own runaround.
