How BISSON13 Publishes Proposals and Motions

A proposal explains what should change and why.

A candidate-proposed motion shows the formal direction Schelley Bisson would seek to bring before Council.

Public Review Editions are published so residents can examine the work, review sources, provide feedback, and track revisions.

Internal notes, private correspondence, unpublished legal advice, negotiation strategy, and unreleased working language are not part of the public edition.

A published candidate-proposed motion is not an official Council motion unless and until it is formally introduced through the municipal process.

Article Executive Summary

Heritage That Works is a practical framework for keeping what matters in London’s older buildings while making redevelopment, adaptive reuse, and financial accountability visible to the public.

The standard: heritage protection should not mean paralysis, and redevelopment should not mean erasure.

My Position

Keep what matters. Make reuse possible. Track every decision. Heritage protection must be paired with a working path to reuse: transparent financial analysis, real incentives, adaptive-reuse support, and public tracking of every decision.

Policy Proposal

The full Heritage That Works proposal is included as a separate public-review document. It covers the problem, the current file, costs, decision criteria, tracking, incentives, reuse, property rights, Council authority, expected results, questions for staff, resident response and sources.

See: Heritage That Works — Policy Proposal (Public Review Edition).

Candidate-Proposed Motion

The candidate-proposed motion direction requests a staff report on options for a Heritage That Works framework, including standardized financial-impact analysis, a transparent decision framework, a public heritage-decision tracker, an incentive review, a comparison with Ontario municipalities, adaptive-reuse options, estimated costs and legal authority, a public report-back date, a plain-language status update, and performance measures.

See: Heritage That Works — Candidate-Proposed Motion Direction (Public Review Edition — Not Yet Before Council).

Adaptive-Reuse Discussion

Adaptive reuse means taking an existing building and giving it a working future: housing, mixed-use, community space, or commercial use that fits the structure. It is usually cheaper, faster, and lower-carbon than demolition and new construction.

The barrier is rarely the building. The barrier is process. The Heritage That Works framework is built to remove process barriers and publish what happens.

Living Futures Campus Feasibility Guardrail

Heritage That Works is separate from the Living Futures Campus proposal. The campus proposal is a separate initiative focused on recovery, housing, and life pathways. Heritage That Works applies to heritage-affected properties citywide and does not depend on Living Futures moving ahead.

Resident Response

A public response poll is available on the Heritage That Works article page. Residents can indicate whether they support the framework, support it with concerns, need more information, or do not support it. Aggregate results appear after the minimum response threshold is met.

Responses are voluntary, anonymous, and not a scientific poll, referendum, or binding Council vote.

Sources and Official Record

Heritage and redevelopment decisions in London are governed by the Ontario Heritage Act, the City of London Official Plan, and Council’s property and planning by-laws.

Public records and third-party sources remain subject to their own rights and terms.
